Director, serving a term from 2022 to 2025, and a Full Professor of International Law at the Institute of International Relations (IRI) at the University of São Paulo (USP), where he has previously served as Vice-Director (2011-2013) and Director (2014-2017). He graduated in Law (1981) from the Faculty of Law (FD) at USP and in Business Administration (1984) from the School of Business Administration of São Paulo (EAESP), Fundação Getúlio Vargas (FGV-SP). He obtained his Master's degree (1992), PhD (1999), and Habilitation (Livre-Docência) (2009) in International Law at FD-USP. Having been a higher education teacher since 1985, he became a professor at USP in 2002 through a public competition in the Department of International and Comparative Law at FD. In 2013, he transferred to the IRI following his approval in a competition for the position of Full Professor of International Law. At USP, among other roles, he serves as coordinator of the Ibero-American Center (CIBA-USP), the José Bonifácio Chair, and as a member of the Human Rights Committee (CDH-USP). With extensive public activity in Brazil and abroad, he held parliamentary mandates between 1989 and 1999. From 2004 to 2008, he was a judge and president of the Administrative Tribunal of the Inter-American Development Bank (IDB), and from 2011 to 2017, he was a member of the Governing Council of the Center for Justice Studies of the Americas (CEJA), an organ of the Organization of American States (OAS). From 2013 to 2014, he was a member and coordinator of the National Truth Commission (CNV). He is the author of books and articles in the fields of International Law and International Relations, and conducts research related to Latin American political issues and the evolution of International Law within the context of globalization and the development of mechanisms for international governance.
