Opening of an extension course on public safety offered by IRI-USP in the Dominican Republic for police officers from 28 OAS member countries
On June 23, 2025, Professor Pedro Dallari, Dean of the Institute of International Relations (IRI) at the University of São Paulo (USP), participated in Santo Domingo, the capital of the Dominican Republic, in the solemn opening ceremony of the III In-Person Police Training Course, an international extension course offered by IRI as a result of a cooperation agreement with the Organization of American States (OAS). Also present at the opening ceremony were the Secretary of Multidimensional Security of the OAS, Ivan Marques, and high-ranking Dominican authorities: the Minister of Interior and Police, Faride Raful; the Minister of Defense, Lieutenant General Carlos Antonio Fernández Onofre; and the General Director of the National Police, Major General Ramón Antonio Guzmán Peralta.
The course is aimed at 62 police officers from 28 OAS member countries and seeks to enhance, at a regional level, public security policies, especially those focused on combating transnational organized crime. This third edition of the course follows two previous ones also offered by IRI-USP—with the same purpose and involving multiple nations—also in partnership with the OAS: the first in Honduras in 2017, and the second in Ecuador in 2019.
As in previous editions, the course's closing, on July 17, will coincide with the Meeting of Ministers of Public Security of the Americas (MISPA), promoted by the OAS and also taking place in Santo Domingo. During the graduation ceremony, the completion certificates issued by USP will be presented by the ministers to the officers from their respective countries, in an event filled with symbolism.
The Santo Domingo course is coordinated by Professor Leandro Piquet (IRI-USP) and was conceived within the scope of the School of Multidimensional Security (Esem, https://esem.org.br/pt/), a specialized body of IRI-USP that develops research, teaching, and extension activities in the field of public security. In addition to faculty affiliated with USP, the course includes professors from the University of Buenos Aires.
