CAPE'S Grant and Maintenance Regulations - DS (Social Demand)
Currently, the program has 16 (sixteen) scholarships designated for the Doctorate course and 12 (twelve) scholarships designated for the Master's course.

  • Of the 16 Doctorate scholarships, 4 (four) are allocated to affirmative actions.
  • Of the 12 Master’s scholarships, 2 (two) are allocated to affirmative actions.

Scholarships allocated to affirmative actions are intended for students who self-declare as Black, Brown, or Indigenous at the time of registration in the selection process.


Criteria for CAPES Scholarship Distribution

Two separate annual lists are organized for scholarship distribution: one specifically for affirmative actions and another for open competition.

The affirmative actions list will follow these classification criteria: 

  1.   Self-declared students entering through the quota system;
  2.   Self-declared students entering through open competition.

The open competition list, in turn, will follow the final classification order of the selection process results. Candidates on the waiting list will be ordered after those called for enrollment.

If a candidate has registered through the quota system and is approved via open competition classification, they will remain on both lists and will be awarded the scholarship from the first list that calls them.

If there are no self-declared students in the designated class, these scholarships will be directed to students on the general open competition list.

If a student declines the scholarship at the time of implementation, they will be placed at the end of the list.

Students who have already taken courses and received two grades below B or one failure will not be eligible to compete for the scholarship.


Distribution of Scholarships

Open competition:

  • Each year, 3 (three) scholarships per class are implemented for the Doctorate course and 5 (five) scholarships per class for the Master’s course.

Affirmative actions:

  • The 4 (four) Doctorate scholarships are divided among the four current classes.
  • The 2 (two) Master’s scholarships are divided between the two current classes.


Maximum Duration of Scholarships:

  • 24 months for Master’s
  • 48 months for Doctorate
  • No extension of the scholarship is allowed (except in cases of maternity leave).

Cancellation of Scholarship

A student’s scholarship will be canceled in the following situations:

  1.  Two grades below B or one failure, regardless of whether the courses are mandatory or not.
  2.  Failing the annual academic report by the supervisor and/or the Graduate Program Committee (CPG).
  3.  Unsatisfactory academic performance, reported through a supervisor’s opinion or indicated by the CPG.
  4.  Missing at least 70% of mandatory seminars in the Graduate Program.
  5.  After deposit of the thesis or dissertation. If the student is granted an extension for deposit, the original deposit date will be considered for cancellation purposes.


Suspension of Scholarship

A student may request scholarship suspension in the following cases:

  1.  Up to 6 (six) months in case of serious illness preventing participation in course activities or for childbirth and breastfeeding. This suspension will not count towards the scholarship duration.
  2.  Up to 18 (eighteen) months for Doctorate students doing an internship abroad related to their course plan, supported by CAPES or another agency.


Student Travel Abroad for Tourism

Scholarship students may leave the country for up to 30 (thirty) days for tourism during non-teaching periods, provided they are still fulfilling credits.


PAE - Teaching Improvement Program

Scholarship students are required to complete the Supervised Internship Stage (“PAE 2”) at least once during their Master’s or Doctorate course. Failure to do so will require the student to reimburse CAPES the amount received.

If the scholarship becomes available and the next student cannot meet this requirement during their regular course time, the list will be checked until a qualified student is found.

Accumulation of Master's and Doctorate Scholarships Awarded by CAPES with Paid Activities or Other Income
(Regulation Capes No. 133, of July 10, 2023, effective from October 1, 2023, amended by Regulation Capes No. 187, of September 28, 2023).

According to Article 3 of CAPES Regulation 133, the Program prohibits the accumulation of CAPES-DS scholarships with paid activities, with the exception of:

  1.  a scholarship of the same level (Master’s or Doctorate), provided it is funded with non-federal resources and there is no explicit prohibition in current legislation; or
  2.  a scholarship of a different level, provided there is no explicit prohibition in current legislation.

It is the student’s obligation to inform the Graduate Service in cases of accumulation for registration purposes in the scholarship granting and monitoring platform, by filling out the form below:

Declaration of Accumulation

In cases of scholarship accumulation with other income or a grant, the student abroad must inform the Graduate Service by submitting a handwritten declaration, with the approval of their supervisor.


CAPES Regulations

The student must be aware of and understand the Regulations of CAPES’s Social Demand Scholarship Program (Regulation nº 76, of April 14, 2010), as well as CAPES Regulation nº 133, of July 10, 2023.

 

Graduate Seminars (Mandatory Attendance)

The program’s coordination organizes a semesterly schedule of seminars focused on topics relevant to the International Relations.

Given the significance of the subjects discussed and the importance of these activities for graduate students at IRI, attendance at the seminars is mandatory for all students enrolled in the master’s and PhD programs. To fulfill this requirement, students must attend at least 70% of the Graduate Seminars offered throughout the year.

Students will receive the seminar schedule as far in advance as possible to allow for planning. With few exceptions, seminars are typically held on Tuesday mornings.

If a student is unable to meet the minimum attendance requirement, they must justify their absences in the annual report, which will be reviewed by their supervisor and the Graduate Studies Committee.

The first mandatory seminar of the PPGRI, in the second semester of 2025, will feature Prof. Evandro Menezes de Carvalho, with moderation by Prof. Deisy Ventura.

Graduate scholarships at IRI, as well as those in other USP programs, are primarily funded by CAPES and FAPESP.

FAPESP scholarships are awarded based on demand and competitive selection. Both master's and PhD scholarships operate on a rolling basis, meaning they can be requested at any time of the year.

CAPES scholarships (Social Demanda) are institutional, meaning they are managed directly by the program.

The Doctoral Sandwich Program Abroad (PDSE) aims to provide research internship scholarships for PhD students to conduct part of their studies abroad, complementing the research developed within Brazilian graduate programs.
