Resumo da apresentação:

Ever since he came to power in the early 2000s, Putin has used domestic and external conflicts to strengthen his grip on the country, erode democratic institutions and to establish authoritarian rule.
The murder of journalist Anna Politkovskaya on 7 October 2006, his birthday, was emblematic of what was to happen later in Russia and to its neighbours.
In 2008, Putin and his growing nomenklatura waged war on the independent Republic of Georgia, using the Georgian government's mistake of attempting to forcibly integrate her secessionist minorities.
Following Ukraine's decision in 2013 to enter into a deep and comprehensive free trade agreement with the European Union, Putin did everything in his power to ambush this rapprochement. Following mass demonstrations in Kiev and the demise of the Ukrainian puppet president Viktor Yanukovych, Putin started a "civil war" in Eastern Ukraine and annexed Crimea.
Today, we can view this as the beginning of profound disrespect for international law by one more of the UN Security Council's members with veto power.
While the European Union has continued to contribute to an international rules-based order through its efforts of integration, Trump's policies continued to move the USA away from multilateralism to unilateral use of force and an hegemonial geopolitical strategy. The Donroe Doctrine, the illegal attack on and kidnapping of Venezuela's illegitimate president Maduro, the bullying against Brazil, Colombia, Panama and, in particular, Cuba, can be seen as an imitation of Putin’s politics in Eurasia. Donald Trump has publicly displayed his admiration for the Russian president on more than one occasion, most recently in Anchorage, Alaska, in August 2025.
The agreement reached between the member states of the European Union and Mercosur should therefore serve as a first step to a global democratic realignment with a view to rebuild a stronger multilateral order.
